Community development for a declining population

We live in an era of population decline.
We are faced with a challenge, the complete opposite of the era of rapid population growth.
I believe it is important that our efforts in community development are not rushed, but rather that we strive to create a relaxing, welcoming city where people can live enriched lives.



A government that gathers the wisdom of its citizens, and transforms it into ideas

The citizens of Kobe created one of our country’s most prominent cosmopolitan cities. Overcoming war and a disastrous earthquake, they have much wisdom tempered by numerous ordeals and experiences.
I will work to gather the wisdom of our citizens, share their desire to be useful to others and society, and transform their wisdom and desire into ideas. The Kobe City Assembly, which is comprised of councilors who represent our citizens, will build a relationship of intense trust. We will set aside pessimistic discussions, engage in positive and lively discussions without falling into needless confrontations, and rigorously develop policies in all sectors.

A government that can make ideas into reality in a timely manner

While responding to the sudden Hanshin-Awaji Earthquake in 1995, and working to restore, recover, and rebuild our economy in the aftermath, we were faced with a mountain of policy issues. In order to confront these issues, and also respond to the changing of the times, we have had to take prompt, timely action.
By proactively appointing personnel with private-sector experience, bringing them together with city hall employees to create “the ultimate working teams”, and working closely with the national and prefectural governments, we will rapidly and powerfully bring policies into fruition.

A fair and proper administration

We will take great care to ensure that the city government is committed to fairness for all citizens, a sense of justice, and ethics. We will continue to maintain an administration that is transparent and above reproach.
We will conduct our administration with conviction, without becoming self-righteous or mired in uncertainty. We will not respond to unreasonable demands, we will protect our employees from threats and violence directed toward government workers, and we will engage in proper administration without deviating from our principles.

This is the title of the KOBE 2025 Vision.
We chose one that makes it easy to understand that it is Kobe City's vision.

The idea behind this is our desire to cherish both Kobe's natural environment – symbolized by the sea and mountains – and the city’s history, which has been nurtured by these two natural features.
Kobe is a metropolitan city blessed with nature, and this nature has been nurtured through its relationship with people's everyday lives. Prominent examples include Mt. Rokko, which has become a mountain flush with greenery through continuous human intervention; the woodlands where many thatched houses dot the landscape; scenic spots from ancient times; and the coasts of Suma and Tarumi.
Kobe will continue to live in harmony with nature, and continue to take on challenges in the future as a city that values people.

Another idea behind this vision.
Within this global society, we want to be a city that can contribute to other regions.
Kobe was able to recover from the Great Hanshin-Awaji Earthquake with support from all over the world.
Never forgetting our gratitude, we will work to accumulate experience in areas including disaster relief, medical care and health, and infrastructure development and maintenance, so that it can be utilized in other regions.
New challenges have been undertaken at the Kobe Biomedical Innovation Cluster in the fight against COVID-19, including the development of automatic PCR testing robots, remote monitoring systems, and surgical support robots.
The Kobe Biomedical Innovation Cluster will continue to work to save people's lives and play a major role in the field of health and healthcare.
Kobe hopes to continue to be a metropolis that contributes to other regions, and earn a place of prestige in this global society.

Kobe City will also implement policies in line with the Sustainable Development Goals (SDGs) while ensuring sustainability as a large city.
We will boldly take on the challenge of realizing the values set forth in the SDGs one by one, taking into full account Kobe's natural and social characteristics and receiving wisdom and suggestions from all over the world.

In order to become a sustainable metropolis, it is important not only to develop policies in individual fields, but also to avoid imposing too much burden on the next generation or shifting the responsibility onto them.
Future working generations will continue to decline in population, and as much as possible, we should avoid policies that shift the burden that should be borne by current citizens.
Although it has been necessary to take urgent measures to overcome the immediate crisis of COVID-19, we must make a clear distinction from lavish spending among local governments that ignores this burden, and pursue sustainability as a metropolitan city.
